Chelsea FC Makes Changes to Application for New Stadium


Comments on amendments should reach H&F Council by October 7

Chelsea Football Club has made a number of amendments to its planning application for a proposed new stadium.

The principal changes to the design reflected in the Amended Proposed Development relate to:

Enhanced landscaping proposals. These include additional tree planting, green roofs and perimeter planting;

Refinements to the stadium design, including minor changes to massing and roof geometry and the introduction of a combined heat and power (CHP) plant;

Reduction in overall number of parking spaces from 250 to 190 spaces; and

Amendments to the proposed decking platforms in certain locations around the edge of the Application Site.

The description of the proposed development is unchanged from the original description with the exception of the inclusion of a Combined Heat and Power (CHP) plant.

The club says some of these amendments have been made in response to the representations received on the original submission.

Other amendments respond to changing technical and operational requirements as well as ongoing design refinement.

The revised planning submission now seeks full planning permission for:

Demolition of existing stadium and buildings within Stamford Bridge Grounds and construction of a new 60,000 capacity football stadium (Class D2) with ancillary stadium-related uses including a Combined Heat and Power (CHP) plant, Club shop, kiosks and museum; restaurant/café (Class A3); together with the construction of a Decking Platform over the District Line railway to the north-west and a Decking Platform over the Southern mainline railway to the east; external concourse areas; associated excavation works; new pedestrian access from Fulham Broadway Station and Fulham Road; new vehicular access via Wansdown Place; car parking; landscaping and related works. A comprehensive set of revised application drawings and documents have been submitted with the amended application. There are now 437 supporting documents.

These include a Revised Environmental Statement, addenda to existing documents (including the Planning Statement, Design and Access Statement and Transport Assessment), together with a number of new documents including a Lighting Assessment, Ecological Management Plan and Construction Environmental Management Plan (CEMP).

The new information, including all the revised drawings, supporting documents, and revised Environmental Statement and the original planning submission may be inspected electronically on the H&F Council website where you can also make your comments online.

You can also view a paper copy, located in the reception area of Hammersmith Town Hall extension, King Street, London W6 9JU, during normal office hours.

Comments on the application should reach the council by Friday  October 7, though the council says it will try to consider representations received after the consultation period has ended, provided they are received before a decision has been issued.
