Found to have misused CS spray and punched a suspect

A police officer working for the Central West Command Unit has received a written warning following two incidents that took place in Fulham.
PC Philip Rosa was on duty in Fulham on 29 September 2019 when he used CS spray repeatedly through a partially open door toward a suspect to effect an arrest. His colleagues were also affected by the spray, the use of which did not assist in the arrest.
The 7 October 2019, while responding to reports of a male causing an incident on a street in Fulham, PC Rosa punched the suspect in the face and body.
Misconduct proceedings were held starting on 1 November with the officer having to answer allegations that his actions breached the standards of authority, respect and courtesy, orders and instructions in respect of use of force amounting to discreditable conduct.
The independent legally qualified chair concluded the allegations against PC Rosa were proven.
