The Big Picture

The Renters Reform Bill is designed to make renting fairer, more secure and more transparent. It’s the most significant reform to the rental system in decades, affecting both landlords and tenants in meaningful ways.

Key Changes to Know

  1. End of ‘No-Fault’ Evictions
    The bill plans to abolish Section 21, which currently allows landlords to end a tenancy without giving a reason.
    For tenants, this means more security. For landlords, the right to regain possession will remain under updated Section 8 grounds, such as when selling the property or moving back in.
  2. Rolling Tenancies
    Fixed-term tenancies will be replaced by periodic tenancies. Tenants will be able to give two months’ notice to leave, while landlords can serve notice where valid reasons apply. In many cases, existing tenancies and new ones will both be covered when the rules
    start.
  3. A New Ombudsman for Disputes
    A single Private Rented Sector Ombudsman will be introduced to handle complaints efficiently, helping both parties resolve issues without going to court.
  4. A Digital Property Portal
    A central online portal will be created to give landlords, tenants and agents access to key property information, improving accountability and compliance across the sector.
