Hammersmith & Fulham Council has approved 41 new affordable flats across two sites. The borough’s planning committee voted unanimously to approve the two schemes at a meeting Tuesday night (January 20).

The sites include disused garages in Parsons Green and a car park near Fulham Road, with both to be torn out and replaced with new, affordable housing.

Concerns were raised about available sunlight at the Fulham Road development but a planning officer said the loss of lighting was “marginal” and was outweighed by the benefit of new housing.

The council will tear down existing garages and sheds along Pearscroft Road in Parsons Green and replace them with a part-four, part-five storey block consisting of 38 modern flats, according to a planning application.

These will be split into 10 one-bed, 15 two-bed and 13 three-bed flats with half of these – 19 flats – being affordable and split between social rent (63per cent) and shared ownership (37pc).

There will also be three disabled-friendly flats located on the bottom three floors. The development will be fitted with solar panels, air source heat pumps and an acoustic ‘enclosure’ on the roof for residents.

The development will replace “unsightly” existing garages which are no longer accessible, according to planning officers. According to the council, the loss of these 16 car spots is “acceptable” thanks to ample on-street parking.

Meanwhile, there will be three new family homes at the site of an existing car park on Barclay Close near Fulham Road.

The homes would all be four-bedroom flats and will be affordable, with one at social rent and two with shared ownership. They will be located in a new three-storey building and all units will be accessible and adaptable.

The building will be flat-roofed with a brick finish. According to the application, seven of the 12 existing car spaces will be reconfigured within the road layout.

A previously approved scheme would have seen six flats built. The permission expired and the council decided to build larger, family-friendly flats. The site is located south east of Fulham Road and is surrounded by similar sized blocks.

Addressing the committee, planning chair councillor Nikos Souslous said: “[This scheme] makes good use of what is a very limited space… We do have a need in the borough for family homes.”
