
Over 50 people objected to the latest application from Amigos

A fast-food restaurant selling burgers and milkshakes in on North End Road has been denied late-night opening hours just months after councillors refused a very similar request.
In October last year Hammersmith and Fulham Council’s Licensing Sub-Committee rejected an application by Amigos Burgers and Shakes to extend the opening hours of its North End Road premises.
That submission, which requested permission to run deliveries until 2am seven days a week, was denied after a substantial local effort raising concerns about the impact on the community.
A total of 46 objecting representations were made during consultation featuring fears from a potential increase in crime to littering. Councillors opted to refuse the proposal meaning the premises cannot trade later than 11pm.
Despite that rejection Amigos has since submitted a fresh application which mirrors much of the original request. The restaurant applied for late-night refreshment for on-site customers until midnight, with takeaways until 1am Sunday to Thursday and 2am on weekends.
The application drew significant opposition with 51 objectors writing in. The council’s Licensing and Noise and Nuisance teams were among those to urge members to refuse the submission.
John Garcia, a Noise and Nuisance Investigator, wrote the application “would directly undermine the prevention of public nuisance objective, particularly for residents living immediately above the premises”.
Ward councillor Lydia Paynter also wrote in, warning: “2am is too late for licensable activities to be carried out in a mixed use area, which is densely residential in nature.”
Several local groups or associations similarly urged the council to reject Amigos’ proposal including a representative of Barclay Road Residents and FulhamTogether.
Several residents spoke at the Licensing Sub-Committee meeting, including Antoinette Horn who spoke of “the noise of the vehicles, the drivers, the delivery drivers, the noise of them talking”.
Rose Francois, who as well as a resident is a local Neighbourhood Watch Co-Ordinator, said: “For residents it feels like the applications never stop. As soon as one is validated, another arrives.”
The applicant, Akhilkumar Kheni, ran through some mitigations planned for delivery drivers including telling them to leave the premises quietly. Asked how Amigos will prevent excessive noise, Mr Kheni said he and his team will “try and convince [the drivers]”, adding he will have two members of staff working into the night.
Adrian Overton, Licensing Team Manager, said Mr Kheni’s response raised further concerns about deliveries, adding he cannot see how only two members of staff could manage the delivery drivers after midnight.
In his summing up Mr Kheni acknowledged he cannot control everything, “but I can try my best to help everyone and not make the nuisance”.
Despite Mr Kheni’s assurances the sub-committee refused the application.
