TfL Publishes Plans for Changes to Fulham Bus Routes


Asking for views on new Route 311 replacing Route 11 service from Fulham Broadway

Transport for London is asking residents for their views on planned changes to a number of bus routes, including the 11, 22 and 14, all running through Fulham.

As we revealed in August, TfL has been planning major changes to a number of bus routes and has now published proposals which it says will modernise the bus network in central London.

TfL says the changes, the first to comprehensively address the central network in 16 years, will enable the capital's bus network to grow in outer London, while adapting underused and inefficient services in central London that contribute to congestion and the damaging effects of air pollution.

TfL says it has developed a set of proposals for routes 11, 19, 22 and a new route 311 that would:

  • Introduce a new route, the 311 between Fulham Broadway and Oxford Circus via King's Road and Victoria station
  • Change route 11 so it will no longer run between Fulham Town Hall and Victoria station
  • Routes N11, N19 and N22 would remain unchanged, although route N11 would be renumbered N311 to better reflect the day service, as it would not run to Oxford Circus.

In addition, TfL proposes changes to routes of the 22 and 19 routes in Central London:

  • Change route 22 so it no longer runs between Green Park and Oxford Circus and instead extend it from Green Park to Piccadilly Circus, Charles II Street
  • Change route 19 so it no longer runs between Holborn and Battersea Bridge.

Number 11 bus in London

TfL give the following explanations for these changes:

  • Routes 11 and 19 are both long routes that run across the central area. They are both susceptible to variable traffic conditions, causing them to be unreliable.
  • Routes 19 and 22 run on the same roads between King’s Road, Beaufort Street and Green Park. Route 11 runs the same route as the 22 along King’s Road.
  • Route 19 is currently running with significant spare capacity between Battersea Bridge and Holborn.

They are proposing to no longer run route 11 between Fulham Town Hall and Victoria station.

The proposals would also provide a new connection between Buckingham Palace Road, and Mayfair and Oxford Circus. Theysay this would also improve reliability on route 11 and 19, as well as better matching customer demand.

Route 22 serves many of the same roads as route 19. It is well used from Chelsea Town Hall towards Putney Common. They would no longer run route 22 between Green Park and Oxford Circus, where they have excess capacity. They would extend the service to Piccadilly Circus, Charles Street to retain the link along Piccadilly currently provided by route 19.

They will introduce a new route, 311 to run between Fulham and Oxford Circus. This will ensure our customers can still travel between Fulham and Victoria, if we make the proposed changes to the other services.

They say remaining routes on the King’s Road will have sufficient capacity to meet demand for their customers at all times.

TfL also proposes these changes to two other local routes in Central London:

  • Change route 14 so it no longer runs between University College Hospital and Tottenham Court Road station and instead provides a link to the British Museum and Russell Square via Great Russell Street
  • This would mean route 14 no longer serves Goodge Street station, Warren Street station, Euston Square station and University College Hospital.
  • Route 9 currently operates between Aldwych and Hammersmith Bus Station, via Pall Mall. Our proposals would mean that route 9 no longer serves Pall Mall and instead runs via Piccadilly and Haymarket/Lower Regent Street.
  • Other routes serving Fulham - the 414, 211, 424 and 311 - remain unchanged.
  • Further proposals, which were also being considered by TfL, for the axing of route 10 between
  • Hammersmith Broadway and Kings Cross, and merging it with route 23, running to Marble Arch and cuts to the 94 route from Acton Green to Marble Arch, have not yet been published.

Geoff Hobbs, Director of Public Transport Service Planning at TfL, said: "Buses have a crucial role to play in boosting the number of people using public transport, but they can't do this without reflecting how London has changed. It is only right that we reassess the network after the significant changes in both London's infrastructure and how Londoners choose to travel. Londoners expect their buses to be where they are needed and run in an efficient and cost-effective manner and that's what this review is about.

"Our proposals to reorganise the bus network would modernise bus travel in London by matching capacity with demand, reducing bus-on-bus congestion while enabling year-on-year increases in bus services in outer London. In adapting underused and inefficient services in central London, our plans will help reduce pollution that has such a damaging effect on the health on Londoners.

"Ultimately these changes, which are predominately minor route restructures or timetable adjustments, would create an efficient modern network with buses in the right places at the right times."
